Despite many issues in the bus transportation sector in Sri Lanka, there has been a minimal focus on improving its regulatory structure. The objective of this study is to address the key issues in the current bus transportation sector in Sri Lanka, by recommending viable regulatory, operational and management structure reforms to overcome said issues.
The study approaches the analysis within the regulatory impact analysis framework, which enables us to evaluate existing regulations and their impacts as well as assess potential new regulations or changes and their anticipated impact. The analysis would be based on existing literature, policies, acts, and other relevant documents, plus primary qualitative data collected through key informant interviews. The analysis would also draw from a few relevant countries to learn from their best practices to recommend an alternative regulatory, operational and management structure for the bus transportation system in Sri Lanka.
