IPS Supports Sri Lanka’s Efforts for Recognition as a Champion for Global Compact for Migration (GCM)

“Sri Lanka does not lack migration data; the real challenge is data sharing,” noted Dr Bilesha Weeraratne, Research Fellow and Head of Migration Policy Research at the Institute of Policy Studies of Sri Lanka (IPS), during the National Symposium on Advancing the National Global Compact for Migration (GCM) Implementation Plan and the Migration and SDGs Monitoring Platform (MSMP). The event celebrated Sri Lanka’s recognition as a GCM Champion Country and showcased its commitment to advancing safe, orderly, and regular migration.

IPS played a pivotal role in shaping the revised GCM National Implementation Plan (2026–2028). Dr Weeraratne served as the National Consultant for the process, ensuring that the plan is evidence-based, inclusive, and aligned with Sri Lanka’s development priorities. IPS’ expertise in migration policy research and in facilitating multi-stakeholder dialogue helped produce actionable strategies and strengthen institutional coordination. Dr. Weeraratne also led a high-level panel discussion focused on advancing Sri Lanka’s GCM commitments through an integrated approach that bridges government priorities and societal engagement.

The event brought together Hon. Arun Hemachandra, Deputy Minister of Foreign Affairs and Foreign Employment, along with representatives from government ministries, UN agencies, civil society, academia, and the private sector, signalling a strong whole-of-government and whole-of-society commitment to migration governance.

As a GCM Champion Country, Sri Lanka could potentially step forward as a voluntary GCM reports Champion Country at the International Migration Review Forum (IMRF) in May 2026, co-leading thematic round tables and hosting dynamic side events to showcase its global leadership in advancing safe, orderly, and regular migration.
