IPS Facilitates National Technical Review Workshop on Sri Lanka’s Revised GCM Implementation Plan

The Institute of Policy Studies of Sri Lanka (IPS) played a central role in advancing Sri Lanka’s migration governance framework during the “Global Compact for Migration (GCM) National Technical Review Workshop on Sri Lanka’s Revised Implementation Plan (2026–2028),” convened on 31 October 2025 at the Courtyard by Marriott, Colombo.

Building on the momentum of the National Multi-Stakeholder Consultation and residential workshop held earlier in October, the technical review brought together representatives from government institutions, UN agencies, civil society organisations, and other key actors engaged in migration governance. The workshop was instrumental in refining and validating the final draft of the revised plan, ensuring that the plan reflects the collaborative inputs gathered during previous sessions.

Dr Bilesha Weeraratne, Research Fellow and Head of Migration and Urbanisation Policy Research at IPS, delivered a detailed presentation on the updated draft, outlining key revisions shaped by stakeholder feedback. As the workshop’s Consultant for the International Organization for Migration (IOM), Dr Weeraratne’s insights underscored the importance of evidence-based policymaking and institutional coordination in achieving safe, orderly, and regular migration.

Through focused discussions, participants reviewed proposed actions, indicators, and institutional roles, reaffirming the need for data-driven strategies and inclusive engagement. The workshop marked a decisive step towards finalising Sri Lanka’s GCM National Implementation Plan for 2026–2028, reaffirming the country’s commitment to safe, orderly, and regular migration in accordance with the Global Compact for Migration.
