Tobacco Control Programme: Understanding the Policy Problem – Who is in the Last Mile?

This study aims to identify Sri Lanka’s existing stock of smokers, understanding why they still smoke, and what implications this might have for the most appropriate policy response. This will involve analysing existing secondary data and conducting some qualitative work, including but not limited to KIIs and FGDs. It will include a stakeholder mapping exercise which will help to understand the winners and losers of a strategy on reducing tobacco consumption below 10%.
