The study attempts to analyze the current trends and perspectives of taxation and fiscal policy in Sri Lanka. Commencing with analyzing the functions of a tax system, it identifies the declining revenue ratio to GDP as perhaps the dominant factor in Sri Lanka’s current fiscal problems. The study analyses the reasons for the decline and measures necessary to reverse this trend and make the tax system an effective instrument of economic growth.
