The 1997 budget contained a significant incentive package for private sector investors to grate economic momentum. It had a dual purpose. It was to consolidate the budgetary position of the government and it was to regenerate an economy that had flagged in the wake of the Central Bank bomb blast, serious adverse affects of the recurrent drought and an extremely costly, on going war in the North and east of the country.
