Even with the current level of investment, which has risen 60 per cent in real terms since 1989 ( to Rs. 141 billion in 1994), unemployment in Sri Lanka continues to hover stubbornly around 14 per cent and 20-25 per cent of t he population are considered unacceptably poor.
