The study assesses the role of ICT in disaster early warning, based on the Disaster Early Warning Network (DEWN) in Sri Lanka. DEWN represents a multipartite effort and a case for public-private partnerships in delivering ICT-based early warnings. The study finds that public-private partnerships can play a valuable role in ICT- enabled climate related disaster management. Multi-operator collaboration is necessary for fuller coverage. Also, the study identifies the need for other actions such as awareness raising and specific trainings complementary to ICT-based solutions.
