The objective of this project is to collect and analyse data relating to social protection in Sri Lanka for ADB to prepare for its general budget support (COVID-19 Active Response and Expenditure Support Programme). The main focus is to gather data regarding COVID-19 relief efforts by the government with special attention to the use of existing social protection systems, identification of vulnerable groups and the method of relief distribution amidst lockdown.
The Samurdhi programme is also analysed in greater detail diving into its operations, reporting, policies, challenges etc. A statistical analysis on the proportion of poor benefiting from Samurdhi, gender disaggregation among recipients, socio-economic profile of beneficiaries etc. is done using HIES 2016 data. Several KII’s have been done in-person and via telephone to gather data and information.
Deliverables of the project include a policy brief on Samurdhi along with reports on social protection responses to COVID-19 and social protection systems in Sri Lanka.
