The National Workshop on Reform and Development of Public Enterprises

The National Workshop on Reform and Development of Public Enterprises was held at the Grand Monarch, Talawatugoda during 21-22 October 2013. Chairman, IPS, Prof. W.D. Lakshman and Executive Director, IPS, Dr. Saman Kelegama, chaired two sessions.

Prof. W.D. Lakshman Chaired the ‘Group Presentation and Panel Discussion’ and Dr. Saman Kelegama Chaired the Session on ‘Motivation of Employees of State-Owned Business Enterprises for Productivity Improvement’.

Consequent to the meeting Hon. D.E.W. Gunasekera Senior Minister for Human Resources had with H E Wu Jianghao Ambassador of the People’s Republic of China (PRC) to seek technical assistance from PRC to develop an Action Plan to implement the recommendations of the Committee on Public Enterprises (COPE) as per the Cabinet Decisions of 27.6.2012 and to effectively implement the Human Resources and Employment Policy (NHREP), PRC agreed to send a facts finding mission from the State-Owned Asset Supervision and Administration Commission of China (SASAC) to identify the areas of cooperation for performance improvement of public enterprises based on their experience on reforms and development of public enterprises.

With the dual objective of facilitating the study of SASAC Delegation and the sharing experience and familiarizing with the best practices in performance management in public enterprises in China through the SASAC delegation and the China Chamber of Commerce in Colombo (CCCC), this National Workshop was organized by the Secretariat for Senior Ministers.
