
Education Finance and Decentralization in Asia: Implications for Service Delivery
Nisha Arunatilake presented a paper at the above regional seminar organized by the UNESCO Asia Pacific Regional Bureau for Education in Bangkok, Thailand. Her presentation was on “Formula Funding and Decentralized Management of Schools – Has it Improved Resource Allocation in Schools in Sri Lanka ?”
The presentation was based on a study that finds formula based funding has the potential for improving access to resources at the school level, but the effective management of these funds depend on several factors including school level resources and effective state level monitoring and support.
