Executive Director of the IPS made a presentation on “China-South Asia Regional Economic Cooperation” at the first China-South Asia Think-Tank Forum organized by the Yunnan Academy of Social Science in Kunming, China during 5-7 June 2013. The event took place parallel to the China-South Asia Expo in Kunming where the Prime Minister of Sri Lanka and number of Chamber representatives from Sri Lanka participated.

Executive Director of the IPS delivered the 11th Sivagananathan Memorial Oration organized by the Association of Professional Bankers of Sri Lanka and the K.Sivagananathan Memorial Trust at the Bank of Ceylon Auditorium on 6th March 2013.
Mr. A.S. Jayawardena, former Governor of the Central Bank of Sri Lanka, was the Guest of Honour and the Executive Director was the Chief Guest at the event which saw a number of scholarships being distributed by the K. Sivagananathan Memorial Trust to students in Banking and Finance.

The meeting was organized by the Sri Lanka Export Credit Insurance Corporation (SLECIC), which is a member of the International Union of Export Credit and Investment Insurers (known as the “Berne Union”). D. P. Mendis, Chairman and Managing Director, SLECIC, chaired the meeting where 45 delegates from 12 countries participated.

Executive Director was a Resource Person to two sessions at the International Conference on 'SAARC @ 25' organized by the India International Centre (IIC) and the Research and Information System for Developing Countries (RIS) with the support of the Ministry of External Affairs, Government of India, and the SAARC Secretariat. The conference took place at the IIC, Delhi, during 16-17 September 2010.
Executive Director was a Resource Person to the sessions on: 'Perspectives on SAARC after 25 Years' and 'Implementation of Steps for the Consolidation and Growth of SAARC'. He chaired a session on 'Trade in Goods: Progress and Implementation'.
Executive Director also reviewed the latest book by Rehman Sobhan on 'Challenging the Injustice of Poverty: Agenda for Inclusive Development in South Asia' published by Sage, Delhi, at a large gathering at the IIC.

Executive Director Chaired the Sri Lankan delegation at the 16th Meeting of the Indian Ocean Rim Academic Group. Executive Director was nominated to the Editorial Board of the Journal of the Indian Ocean Region (Journal of the Indian Ocean Research Group Inc.) published by Routledge.

Executive Director was invited as a Resource Person for the WTO Regional Trade Policy Course at the National University of Singapore during 5-6 July 2010.
Executive Director spoke on the Development Dimension of the Doha Development Agenda (DDA) and Special & Differential Treatment in the DDA. Shishir Priyadarshi, Director, Development Division, WTO and Margret Liang, former WTO Chief negotiator of Singapore were the other Resource Persons during the sessions.

Executive Director met the IMF Chief, Dominique Strauss-Khan, when he visited the IMF for the 2010 Spring Meeting during 21-26 April, 2010.
The meeting took place with 15 other members from developing countries who were invited for the Spring Meeting. The IMF, External Relations Department Director, Catherine Aiktison and some of her team members also participated in this meeting.

Executive Director and Athula Senaratne participated in the South Asian Civil Society Consultations on Trade, Climate Change and Food Security Agenda for Copenhagen, organized by SAWTEE, CANSA, and Oxfam Novib, Kathmandu, Nepal, 9-11 September 2009.
ED chaired a session and was a discussant to the concluding session on regional cooperation on the issues under discussion. The Consultation resulted in the South Asian Civil Society Declaration on Trade, Climate Change and Food Security.

The seminar took place at the Taj Samudra Hotel, Colombo.
The Session on ‘Economic Reconstruction’ where ED made the presentation was chaired by Prof. W. D. Lakshman, Adviser to the Ministry of Finance and Planning and included Dr. Partha Mukhopadhyay, Senior Fellow, Centre for Policy Research, New Delhi, and Dr. Muttukrishna Savananthan, Head of the Point Pedro Institute of Development.

The 2009 Regional Trade Policy Course for Asia-Pacific Region organized by the WTO in partnership with the National University of Singapore (NUS) took place during mid-May to early August at the Faculty of Law at the NUS.
For ‘Special and Differential Treatment’ and the ‘Development Dimension’ in the Doha Development Agenda, the training was conducted by the Executive Director of the IPS. Executive Director as a Regional Trainer was joined by the WTO Trainer on the subject, Shishir Priyadarshi and the sessions took place during 22-23 July. 26 participants from the region obtained their training during various sessions that took place over the 3 month period. Executive Director made a presentation on “Assessing Impacts of Preferential Trade Agreements” at the Research Workshop on “Emerging Trade Issues for Developing Countries in Asia-Pacific Region” organized by the ARTNeT with UNESCAP, WTO, UNCTAD, UNDP, MARKHUB and MUST, in Macao, China. The workshop took place at the Macao University of Science and Technology (MUST) during 10-11 December, 2007.

The Economic Governance Index by the Asia Foundation (Colombo Office) in partnership with AusAID and DFID was launched at the King’s Court, Trans Asia Hotel, Colombo on 13 November, 2007.
Executive Director was a panelist at this launch with the Secretary, Ministry of Enterprise Development and Investment Promotion, Chairman, Finance Commission, and three others.

Executive Director was a panelist at a seminar on “How Competitive is Sri Lanka for Business” organized by the Ceylon Chamber of Commerce (CCC) on 1 November, 2007.
John Varley (The Competitiveness Programme), Nihal Samarappuli (BOI), Sunil Wijesinghe (Dankotuwa Porcelain) and Indrajith Aponso (University of Colombo) were the other panelists while the key presentation was made by Gayathri Gunaruwan of the CCC. The seminar was chaired by the Deputy Chairman of the CCC, Anura Ekanayake.

The session was chaired by Dr. H.N. Tenuwara, Assistant Governor, Central Bank of Sri Lanka. Dr. Harsha De Silva, Lead Economist, LIRNE Asia, and R.M.B. Senanayake, popular columnist on economic affairs, were the other speakers at the Session.

Executive Director chaired a lecture on “Public Expenditure Analysis: Balancing Markets and Government Failures” by Shantayanan Deverajan, Chief Economist for South Asia at the World Bank at the Senate Room of the University of Colombo on 23 August, 2007. The lecture was organized by the Department of Economics, University of Colombo. Rev. W. Wimalaratana, Department of Economics, University of Colombo, and Rajatha Wijeweere, World Bank Country Officer, and many lecturers and students participated.

Executive Director chaired the session on “Infrastructure and Land Use” at the Annual Sessions of the Sri Lanka Economic Association on the theme “Inequity, Poverty and Development.” The Annual Sessions were held on 11 August and was preceded by the Inauguration of the Sessions in the presence of the Governor of the Central Bank of Sri Lanka , Country Director of the World Bank Office in Colombo , and a large gathering of economists and other stakeholders.

Former Foreign Secretary and Secretary General of SAARC, Nihal Rodrigo and Director of South Asian Affairs in the Ministry of Foreign Affairs, Sarala Fernando, were the other speakers. The seminar was chaired by Prof. Laksiri Fernando, Senior Professor, Department of Political Science and Public Policy, University of Colombo.

The Industry, Donor and Trade Union perspectives were given by Nawaz Rajabdeen, President, FCCISL, Uta Borges, Sri Lankan Programme Coordinator, GTZ, and D.W. Subasinghe, Secretary General, Ceylon Federation of Trade Unions. Minister of Labour Relations and Manpower, Hon. Athauda Seneviratne's Message was read out by the Additional Secretary to the Ministry.

When the Uruguay Round became a fait accompli and knowledge about the World Trade Organisation (WTO) was little, a common position for South Asian countries in the WTO looked ideal. Executive Director made a presentation on “From Doha to Hong Kong: WTO and Sri Lanka” at the Technical Session I on “Multilateral Trading System and the Regional Trading Blocks” at the Annual Sessions of the SLEA held at the BMICH, Colombo, during 28-29 July, 2006. Buddhadasa Hewavitharana, Honorary Fellow and Former Senior Vice President of the SLEA chaired the session. |
SLEA Annual Sessions of 2006 was inaugurated by Harry Flam, Professor of International Economics at the Institute of International Economic Studies, Stockholm University, Sweden.
This year’s sessions were on the theme “Global Free Trade versus Trade Agreements”, and presentations and discussions were under four different sub themes, viz., Multilateral Trading System and the Regional Trading Blocks, Globalization versus Trade Agreements, Bilateral Trade Agreements: Case Studies, and Trade Liberalization and the Domestic Economy.

A book authored by the Executive Director based on a compilation of 40 essays which he wrote to the Sunday Island during 2005-06 was launched recently. A review of the book was made by Nimal Sanderatne, Honarary Fellow, SLEA, at the launch ceremony which was organized by the SLEA at the OPA Auditorium, Colombo. |
Dr. Kelegama handed over a copy of the book to the Chief Guest at the launch, Hon. Sarath Amunugama, Minister of Public Administration and Home Affairs.
The book covers an important period (2005-2006) where a number of domestic and global events influenced the Sri Lankan economy at regular intervals. The 40 essays in this volume cover these contemporary issues and many more.
