The IPS examined the “Mahinda Chintana: Vision for a New Sri Lanka” taking into account the current overall policy framework and attempted to shed some light on possible policy options where necessary. In this exercise, 10 of the 16 chapters contained in the policy document were selected for commentary. The Working Paper reviews the overall strength of the development plan, discusses policy alternatives while highlights constraints in the way forward and assesses some implementation challenges.
