| This
paper reports the results of a public opinion poll carried
out in Sri Lanka, which was conducted as background research
for a Harvard University-commissioned study of resource
mobilisation experience in Sri Lanka.
The major consideration that is likely
to influence introduction of any policy of charging user
fees for routine services provide by the Ministry of Health
is political. Such a policy may be potentially unpopular
with the electorate, and thus carry significant political
costs for policy makers. However, there has never been any
evaluation of actual public opinion. As part of this study,
IPS contracted with Research International (Pvt) Ltd. To
insert three sets of questions into their regular national
opinion poll survey to inquire about public opinion on this
matter.
