Diversifying Participation in the Different Elements of Network Development: Replicating the Grameen Bangladesh Model?

This project was done in collaboration with LIRNEasia, a regional ICT policy and regulation capacity building entity. The Bangladesh case study follows from the World Dialogue on Regulation's (WDR) theme for 2004/2005 - Diversifying Participation in the Different Elements of Network Development – and was done parallel to other case studies in India, Indonesia and Nepal.

The Industry, Public Enterprise Reform and Regulatory Policy Unit of IPS is geared to providing high-quality, independent research-based analysis and policy recommendations to the Government of Sri Lanka on issues relating to privatization and public enterprise reform, regulation and regulatory governance, and competition policy.

In view of the need to reorient the reform process towards the objective of sustainable and equitable growth, the focal point of the Unit's research agenda is on analyzing the role of the state and of the market in generating balanced growth.

The core research themes of the Unit are addressed through its research programme, often in collaboration with other institutions and researchers in developed and in developing countries. The Unit's research output in the form of publications, policy briefs, and conference papers have had a significant impact on the policy making process, and have, in several instances, contributed towards a more informed dialogue of the issues at hand.
