Library Policy for Corporate Members and External Users
USERS
The following are eligible to use the library:
- Corporate Members - Members of the networked libraries such as the Asian Development Bank (Resident Mission), Central Bank of Sri Lanka, Centre for Development Information, Department of Census and Statistics, International Monetary Fund (Resident Mission), Marga Institute, National Development Bank, National Science Foundation, Sri Lanka National Library, University of Colombo, University of Sri Jayewardenapura, World Bank (Resident Mission).
- External Users - Persons (not in the network libraries) engaged in scholarly research whose applications have been approved by the Executive Director. (Such applications should be channelled through the Librarian).
FEES
1. Membership:
- No membership fee will be charged for Corporate Members.
- External users will be required to pay a fee of Rs. 100/- per visit.
2. Database Searching - EconLit : 100 /=
- Corporate Members and External Users will be charged at the rate of Rs. 100/- per search.
3. Photocopying:
- A4 (single side) - Rs. 5/=.
Note: *Photocopying of IPS publications is not permitted.
**Photocopying will be done only by IPS office aides.
4. Printing:
- A4 Laser printout - Rs. 6/=.
BORROWING
- Borrowing materials from the library is allowed only to Corporate Members under the Inter-Library Loan (ILL) scheme. Corporate Members will be required to submit an official requisition through their Institute's Librarian.
- External Users are not allowed to borrow books or any other publications from the library.
- The External User in whose name any library material is issued for reference purposes is responsible for the said material until it is returned undamaged to the library.
- The Corporate Member in whose name any library material is issued for loan is responsible for it until it is returned undamaged to the library.
- The borrowed material must be returned to the library on or before the due date.
- Failure to return library materials on the due date, will be subject to the following penalty: Fine Rs. 10/= per day.
- Loss or damage to any library materials while in Corporate Member's or External User's possession will be subject to the following charge: Charge of replacement costs plus processing costs of Rs. 50/=
- The librarian may decide the loan period depending on the type of publication and its demand. Library materials are normally loaned for a period of 3 to 7 days.
- Journal issues and bound journal volumes cannot be borrowed.
- Materials enlisted in a special category and characterised as "Limited Circulation" or "Restricted Circulation" cannot be borrowed.
- The records maintained of user names and addresses are confidential. This information is used for library purposes only and is not passed by any means to any private or public institution, agency or individual.
LIBRARY HOURS
- The library is open daily from 9.30 a.m. - 12.00 noon and 1.00 p.m. - 4.15 p.m. except on weekends, public and mercantile holidays.
- External users are encouraged to consult the library staff prior to their visits to make necessary arrangements to use the library.
USER BEHAVIOUR
Library users are not allowed to:
- Remove library materials from the library without authorization
- Reshelve materials after their use
- Damage library materials, furniture or equipment
- Save files on the hard drive or the C drive of the computers at the library
- Use floppy disks
- Change set-up screens or programmes
- Modify files or alter data
- Eat, drink, smoke or litter in the library
- Move the furniture or equipment
- Use or answer the library's telephones
- Use mobile phones in the library
- Disturb other users
