Responding to Future Challenges in Education and Training: Policy Issues at the Higher and Tertiary Levels

Change in the economy and society demand, in turn, change in higher education and training policy in order to ensure that a country meets its future challenges successfully. This publication focuses on the lessons that can be learned by Sri Lanka from comparative experiences in implementing policy changes. After a discussion of the current scenario, the issues of enhancing employability of the system’s graduates, as well as improving the access to higher education and training are addressed. This is followed by an analysis of the changes that are required in the delivery structure, as well as specific issues that relate to different categories of institutions. The discussion, in conclusion, provides the elements of a reform agenda.
