Despite historically pursuing low-carbon development and having one of the lowest per capita energy intensity and emissions rates, Sri Lanka is consistently ranked high on the Global Climate Risk Index for climate change-induced extreme weather events. The impacts of climate change are disrupting the economy and affecting livelihoods, water, energy, transportation, agriculture, and ecosystems on an unprecedented scale. In response, Sri Lanka has introduced policies to respond to climate change, requiring substantial resources.

A climate finance framework would help the government to navigate the crisis by identifying climate financing needs and gaps and proposing innovative financing mechanisms. Conducting a Climate Public Expenditure and Institutional Review (CPEIR) is crucial to accessing innovative financing, as it tracks baselines and progress of KPIs. This assignment will conduct a CPEIR to assess Sri Lanka’s climate change investments, engaging with national and sub-national government agencies.
