The Institute of Policy Studies of Sri Lanka (IPS) is launching its latest publication, “Tobacco smuggling in Sri Lanka- A Scoping Study”, authored by Dr. Erandathie Pathiraja, Nishamini Ihalagedara, and Ruwan Samaraweera.

Tobacco smuggling poses a significant threat to Sri Lanka’s public health goals and fiscal stability. This scoping study examines the details of the country’s illicit tobacco trade by analysing its scope, primary drivers, and smuggling routes, while also identifying gaps in enforcement and policy. The study provides new insights to support more effective tobacco control and regulatory action by analysing secondary data and a thorough gap analysis using verified methodology and data. Strengthening supply chain tracking through advanced technology, regional collaboration, law enforcement, and public awareness is deemed essential in addressing illicit tobacco and its wider socio-economic repercussions, as Sri Lanka complies with the WHO Protocol to Eliminate Illicit Trade in Tobacco Products.
