Strategies to Curb Beedi and Smokeless Tobacco Consumption in Sri Lanka

The beedi industry in Sri Lanka operates with minimal regulation and enjoys low taxation compared to other tobacco products. As the country intensifies efforts to combat tobacco- related health issues, understanding consumer behavior, especially in relation to pricing strategies, is essential. As a first step, this study provides evidence-based insights into the price sensitivity of beedi and smokeless tobacco. However, reduced demand due to stricter regulations could negatively impact vulnerable groups in the beedi supply chain, such as women and children. Consequently, the second step of the study aims to identify those adversely affected by tobacco control measures—including beedi manufacturers, rollers, and tobacco farmers—to develop appropriate compensatory measures for those potentially disadvantaged by policy changes.
