  Dissemination Seminar on ‘Cinnamon, Pepper and Cardamom Value Chains Study’, IPS Auditorium, 20 March 2017

As part of the Japan International Cooperation Agency (JICA) and IPS project, IPS recently conducted a dissemination seminar on ‘Cinnamon, Pepper and Cardamom Value Chains Study’ at the IPS Auditorium. The objectives of the study was to identify opportunities and constraints faced by Sri Lankan spice sector, including quality and hygiene related standards and to provide recommendations for policy interventions to upgrade the spice sector and expand production and export opportunities, though a value chains analysis. The study concentrated on three spices, namely cinnamon, cardamom and pepper.

IPS Research Officer Dilani Hirimuthugodage made a presentation on cinnamon, IPS Research Fellow Janaka Wijayasiri presented on pepper and IPS Research Fellow Manoj Thibbotuwawa presented on cardamom. The presentations were followed by an insightful panel discussion and a Q&A session. Representatives from the Department of Export Agriculture (DEA), the Spice Council of Sri Lanka, the Sri Lanka Standards Institute (SLSI) and Spices and Allied Products Producers' and Traders' Association (SAPPTA) participated as panelists.

Mr. Rohitha Wickramarathna, Director (Agriculture, Irrigation, Land, Livestock and Fisheries) of the National Planning Department (NPD) and Mr. Kimura, Agricultural Adviser of JICA based at NPD also participated at the event.

To mark the World Consumer Rights Day, IPS held a forum, centered on the theme ‘Consumer Rights in the Digital Age’ on 15 March 2017 in the IPS Auditorium, with the participation of experts in the field, digital consumers, entrepreneurs and stakeholders.

IPS Deputy Director Dr. Dushni Weerakoon delivered the welcome address, highlighting the prevalence of e-commerce in Sri Lanka and its benefits and risks. The keynote address was delivered by Jayantha Fernando, Legal Adviser of the Information and Communication Technology Agency (ICTA). His speech focused on the ‘Legal Regime for Consumers in the Digital Age’, especially addressing issues such as gaps in the Electronics Transaction Act No. 19 of 2006, cybercrime and security and data protection in the e-world.

The panelists were Dr. Dayanath Jayasuriya, President’s Counsel, former Chairman of Securities and Exchange Commission (SEC), Lahiru Pathmalal, CEO of Takas Pvt. Ltd, Suhaila Hussain, President of Sri Lanka Housewives Association, Jiffrey Zulfer, CEO of Digital Mobility Solutions Lanka and Thishya Weragoda, Attorney at Law of the Supreme Court of Sri Lanka. The presentations highlighted many salient aspects of digital consumerism in Sri Lanka such as the rights of consumers, rights of traders, challenges in serving consumers in the digital age, needs of consumers in the e-market, and the changing regulatory landscape for consumer protection in the digital era. The panel was chaired by IPS Research Assistant Vishvanathan Subramanian. A lively Q&A session followed the panel discussion.

As part of the Japan International Cooperation Agency (JICA) and IPS Value Chains study on the spice industry in Sri Lanka, IPS conducted a training programmeon Value Chain Analysis (VCA) for government officials and stakeholders on 13 March 2017 at the IPS premises.

The training was conducted by IPS Research Fellow Janaka Wijayasiri, IPS Research Fellow Manoj Thibbotuwawa and IPS Research Officer Dilani Hirimuthugodage.

Many key elements of the VCA approach, including main features, the frameworks and methodologies to conduct chain analysis, were discussed during the training. Furthermore, application and usefulness of the VCA in Sri Lanka –based on past IPS research – was also highlighted.

IPS Research Fellow, Dr. Ganga Tilakaratna made a presentation on ‘Income Security for Older Persons in Sri Lanka’ at the symposium on 'Old-Age Income Security and Universal Basic Income in South Asia', organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the National Institute of Public Finance and Policy, India, held in New Delhi, India on 27 February 2017.

Dr. Tilakaratna discussed the existing old-age income security schemes in Sri Lanka, their gaps and weaknesses and possible reform options to ensure universal old-age income security in Sri Lanka.

IPS Executive Director, Dr. Saman Kelegama, participated at the South Asia Network on Economic Modeling (SANEM)’s Second Annual Economists’ Conference on “Managing Growth for Social Inclusion” which was held on 18-19th February 2017 at the BRAC Centre Inn Auditorium in Mohakhali, Dhaka, Bangladesh. 

Dr. Kelegama was one of the speakers on the high-level panel on “Managing Growth for Social Inclusion in South Asia.” During the discussion, Dr. Kelegama highlighted issues and challenges faced by Sri Lanka, such as the low female participation rate in the economy, higher percentage of the labour force employed in the informal sector, rise in inequality and insufficient social protection for the rapidly ageing population.

  Launch of the National Strategic Review on Food and Nutrition Security - Towards Zero Hunger, Colombo, 13 February 2017

The National Strategic Review on Food and Nutrition Security-Towards Zero Hunger was launched in Colombo, by Former President Chandrika Bandaranaike Kumaratunga, Chairperson of the South Asia Policy and Research Institute in the presence of United Nations World Food Programme, Executive Director, Ertharin Cousin, on Monday 13th of February 2017.

Minister of Finance Hon. Ravi Karunanayake, Minister of Agriculture Hon. Duminda Dissanayake and the Opposition Leader Hon. R. Sampanthan were among the distinguished participants. Concluding a three day mission in Sri Lanka, the Executive Director of the United Nations World Food Programme (WFP), Ertharin Cousin also joined to grace the event.

About 300 participants representing government institutes, non-governmental organizations, private sector, academia and civil society attended the event. IPS Executive Director Dr. Saman Kelegama, Research Fellow Dr. Manoj Thibbotuwawa, Research Officer Dilani Hirimuthugodage and Project Officer Madunika Jayawardena represented the IPS at the report launch.

The National Strategic Review is an analytical, inclusive and multi-stakeholder consultative exercise that was designed to provide a comprehensive understanding of the food security and nutrition situation of the country, to identify the gaps in policy and programmatic response and to propose a set of recommendations. As the research team leader, IPS was heavily involved in the consultation process and made a significant contribution towards the report under the leadership of Dr. Manoj Thibbotuwawa. Dilani Hirimuthugodage and Madunika Jayawardena were also involved in the review process.

The review was also supported by the Hector Kobbekaduwa Agrarian Research and Training Institute, the Department of Census and Statistics and the Medical Research Institute under the coordination of South Asia Policy and Research Institute and WFP.

  High Commissioner of Singapore visits IPS –  February 6, 2017

H.E. Mr. S. Chandra Das, the High Commissioner of Singapore to Sri Lanka made a courtesy call at the IPS on 6th February 2017. The non-resident High Commissioner was visiting Sri Lanka to attend the 69th Independence Day Celebrations of Sri Lanka.

During the meeting, the IPS Executive Director, Dr. Saman Kelegama briefed the High Commissioner on the IPS research work and discussed the Sri Lanka – Singapore Free Trade Agreement (FTA) which is in the pipeline.

  Workshop on Climate Insurance for Dry Zone Farmers in Sri Lanka, IPS Auditorium, 24 January 2017

The IPS organized a workshop to disseminate the findings of a study titled ‘Climate Insurance for Dry Zone Farmers in Sri Lanka’ at the IPS Auditorium on the 24th of January 2017. The study was financially and technically supported by the Global Development Network (GDN).

Professor Mohan Munasinghe, Founder Chairman, Munasinghe Institute for Development (MIND) was the Chief Guest of the event. He highlighted the impacts of climate change on the society, specifically on the agriculture sector.

The welcome address was made by Dr. Saman Kelegama, Executive Director, IPS. Dr. Kelegama highlighted that it is timely to take appropriate actions in terms of climate adaptation and highlighted IPS’s contribution towards policy formulation.

Dr Daniel Osgood, Lead Scientist, Financial Instruments Sector Team, International Research Institute for Climate and Society, Earth Institute, Columbia University, USA, delivered the Keynote speech of the workshop. While speaking on the experience of climate insurance in the developing countries, Dr Osgood mentioned that Sri Lanka has a potential for developing climate insurance as a risk management strategy.

Kanchana Wickramasinghe, Research Economist, IPS, who is the principal researcher of the project, presented the key findings and policy implications.

The workshop was attended by a number of experts from insurance, agriculture, climate change, etc., sectors representing government, non-government, civil society, and private agencies and academia.

  International Conference on “Human Capital, Food Security and Economic Development in South Asia”, Hotel Galadari, 11 – 12th January 2017

IPS in collaboration with the Centre of Development Economics and Sustainability (CDES), and the South Asia Research Network (SARN), Monash University, Australia, organized a conference on “Human Capital, Food Security and Economic Development in South Asia” from 11-12th  January, 2017 in Colombo.

The conference provided an opportunity for researchers from Monash University, the IPS and other academics to engage with scholars and policy analysts from the South Asia region to strengthen links, and plan and implement collaborative research activities on major development challenges facing South Asia. Following an overview of current developments and challenges in South Asia, the technical sessions of the conference focused on: 1) Gender and Women Empowerment; 2) Food Security, Rural Credit and Climate Change; 3) Entrepreneurship; 4) Education; and 5) Health.

The Chief Guest at the occasion was Dr. Sarath Amunugama, Minister for Special Assignments.

Professor Ricardo Hausmann  Director of the Center for International Development (CID) and a Professor of the Practice of Economic Development at the John F. Kennedy School of Government at Harvard University, USA visited the IPS Library with his team from the CID on 11th January.

Accompanying him was Prof. Robert Lawrence, Albert L. Williams Professor of International Trade and Investment, and Faculty Chair of the Practice of Trade Policy Executive Programme at Harvard Kennedy School; Dr. Ermal Frasheri, Tim O’Brien, and Daniel Stock of the CID at the Harvard Kennedy School.

The CID team was on a visit to Sri Lanka to share their research work on Growth Diagnostic in Sri Lanka with the Ministry of Strategic Development and International Trade.

Dr. Paul Steel, Chief Economist at the International Institute for Environment and Development (IIED) spoke on “Integrating Climate and Natural Resource Management into the Budget Process” at an IPS in-house seminar. The presentation explored best practices among developing countries in the Asia and Pacific in mainstreaming environmental policy by integrating it into national budgets. The presentation also discussed the fiscal and political challenges faced by developing countries in successfully achieving the Sustainable Development Goals (SDGs).

A delegation from the China Development Institute (CDI), a think tank based in Shenzhen, Guangdong Province, visited the IPS and met with Dr. Saman Kelegama, Executive Director and Dr. Janaka Wijayasiri, Head of the International Economic Unit of the IPS. The meeting discussed the economic situation in the country, current trade and investment policies of Sri Lanka including trade agreements/negotiations with India, China and Singapore and how they could be leveraged in the proposed Hambantota SEZ.  The delegation was led by Qu Jian, Vice President of CDI and the meeting was attended by Thilan Wijesinghe of TWCorp and former Director-General BOI.

The Data Visualization Workshop was held during 13th December, while the TTI 6th Regional Meeting was held during 14 – 15th December. IPS Deputy Director,Dr. Dushni Weerakoon, Research Fellows, Dr. Ganga TilakaratnaDr. Janaka Wijayasiri and Charmaine Wijesinghe, Manager Publications and Events, participated at both events.

Dr. Weerakoon was Panelist at the Data Visualization Workshop at the session on ‘Innovative Uses of Data and Technology for Impact and Change’, while Dr. Ganga Tilakaratna was a Discussant at the session on ‘Using Big Data for the SGDs: the Power of Appropriate Tools and Technology’.

At the Regional Meeting, Dr. Weerakoon served as Panelist at the Opening Session ‘Contextual Change and its Impact on Think Tanks – Taking Stock of National, Regional and Global Trends’, and the session on ‘Life After TTI, Wrap Up and Action Points’. Dr. Tilakaratna was a Group Coordinator at the session ‘Strengthening Capacities for SDGs: The Case of Health and the Role of Think Tanks’. Dr. Janaka Wijayasiri was a Discussant at the session on ‘Capacity building Initiatives for South Asian Think Tanks’. 

All 14 TTI Grantees participated at event which was organized by SDPI Pakistan and took place at the Westin Grande, Bangkok, Thailand.

Bandula Wickramarachchi, Secretary to the Ministry of Primary Industries was the Chief Guest at the event. Productivity, competitiveness and growth, environmental sustainability, inclusivity and social welfare were discussed at the event attended by many industry experts.

A Felicitation Event in Honour of prominent economist Prof. Premachandra Athukorala was held at the IPS on 6th December 2016.  An Athukorala Felicitation Volume titled ‘Managing Globalization in the Asia Century’ was also presented to the Chief Guest, Dr. Indrajith Coomaraswamy, Governor Central Bank of Sri Lanka by the Editor of the Volume, Prof. Hal Hill, Australian National University (ANU), Canberra. IPS Executive Director, Dr. Saman Kelegama is among the twenty-seven Economists from 9 countries who contributed towards the volume.  Dr. Kelegama also delivered the welcome address at the event, while Prof. Hil , Dr. Coomaraswamy  also highlighted the contributions made by Prof. Athukorala. Economic Advisor to H.E.  the President, Sarath Rajapatirana also made a  Tribute to  Prof. Athukorala while Prof. Athukorala, highlighted reflections of his career.

Following the event, Prof. Hal Hill, of the Australian National University, in Canberra also made a presentation titled “Where are the Southeast Asian Economics Heading?”. Prof. Hill provided an overview and historical snapshots of the Southeast Asia in the global economy, and touched on the topics of the rise of Southeast Asia economically, the importance of ASEAN, the case of industry policy as well as Risks and challenges.

IPS Executive Director, Dr. Saman Kelegama and Research Assistant, Vishvanathan Subramaniam participated in a workshop on “Job Creation in Manufacturing Sector: Strategy for Sustainable Economic Growth in South Asia” held in New Delhi on the 5th of December. The workshop was co-organized by the South Asia Center for Policy Studies (SACEPS), Research, and Information System for Developing Countries (RIS) with funding provided by the Asia Foundation (India).

Deliberations during panel discussions focused upon the emerging trends in the macroeconomic performance of South Asian countries, specifically on issues pertaining to employment generation and the performance of the manufacturing sector. Furthermore, panelists elucidated upon the industrial, trade and macroeconomics policies that require additional focus in order to shape the competitiveness and employment generation capacity of the manufacturing sector. Panelists also provided perspectives on South Asia’s ability to achieve sustainable economic growth in the context of manufacturing and exports, through the use of global value chains and increased regional cooperation.

IPS Research Economist, Kanchana Wickramasinghe, made a presentation on “Protecting Farmers from Climate-induced Risks: An Assessment of Crop Insurance in Sri Lanka” at the academic pre-conference organized by the Center for the Economic Analysis of Risk (CEAR) of the Georgia State University.

The event was held in conjunction with the 12th International Micro-insurance Conference, which took place in Colombo during 14th – 18th November 2016.  It was hosted by the Munich Re Foundation, the Insurance Association of Sri Lanka, and the Microinsurance Network.

Wickramasinghe highlighted the issues in relation to specific risks and uncertainties faced by the Dry Zone farmers in Sri Lanka, gaps in existing crop insurance programmes and policy implications.  The presentation was based on the IPS study on Demand for Climate Insurance by Dry Zone Farmers in Sri Lanka, funded by the Global Development Network (GDN).

A seminar on Pros and Cons of Bilateral International Investment Treaties for Developing Countries was conducted by Dr. Manual Montes, Senior Advisor on Finance & Development, South Centre, Geneva at the IPS Premises.

Dr. Montes’s presentation focused on the implications of signing Bilateral Investment Treaties (BIT) for attracting foreign investment. Using a case study approach, he explained the benefits and costs incurred by developing nations when signing BITs. Furthermore, Dr. Montes elaborated upon the functions of the International Centre for Settlement Disputes (ICSID) and its checkered history in resolving conflicts between states and private sector institutions.

A delegation consisting of academics from the Peking University, and officials attached to the Department of Asian Affairs, Ministry of Foreign Affairs of China visited the IPS.

Zhang Hui, Professor, Associate Dean of School of Economics of Peking University and Tang Yuxuan, Professor Assistant, School of Economics, Peking University spoke of the industrialisation of the Chinese economy to become a global manufacturing power house and how China can  form an important  link between developing and developed countries in this process which could be mutually beneficial for all countries concerned.

They also spoke of the role of One Belt One Road (OBOR) initiative in this regard. They were accompanied by Qiu Xinli., Chief of Political Section of the Embassy of the People’s Republic of China in Sri Lanka. The event was chaired IPS Executive Director, Dr. Saman Kelegama, and was attended by researchers from the IPS as well as think-tanks, academics and government officials working on Sri Lanka-China relations.

  Lessons Sharing and Policy Consultation Workshop to Ensure Food Security in Sri Lanka – Club Palm Bay Hotel - November 3 – 4, 2016

IPS together with the National Science Foundation (NSF) and the Sri Lanka Agricultural Economics Association (SLAEA) organized a two-day workshop to discuss policy options on food security in Sri Lanka. The workshop titled ‘Lessons Sharing and Policy Consultation Workshop – Policy Options for Ensuring Food Security in Sri Lanka: A Multi-Market Analysis of Rice, Fish and Dairy Prodcuts’ was held at the Club Palm Bay Hotel in Marawila.  

The main aim of the workshop was to develop a rational and feasible policy outcome from the analyses of a project being carried out by IPS, on supply and price behaviour, value chain and projection model for rice, fish and dairy products.  The research project on “Demand and Supply Behaviour Relating to Rice, Fisheries and Dairy Products in Sri Lanka” is being conducted under the four-year National Thematic Research Programme on Food Security launched by the NSF. The workshop brought together experts from agriculture, fisheries and dairy sectors in the country.

A National Workshop on Capacity Building on Trade Policy Analysis organized by the Economic and Social Commission for Asia and the Pacific (ESCAP) together with IPS was held at the IPS Conference Room during 24-25 October 2016.  Dr. Rajan Sudesh Ratna, Dr. Mia Mikic and Dr. Arun Jacob of ESCAP’s Trade, Investment and Innovation Division facilitated the training, while IPS Executive Director, Dr. Saman Kelegama also shared Sri Lanka’s experience.

After a brief introduction to current trends in trade policy formation, the session explored theoretical and practical areas associated with trade policy analysis. The programme integrated Sri Lanka specific experiences in terms of developing trade policy and exploring FTAs and RTAs with a view towards on-going negotiations with India, China, and Singapore. The key takeaways included the necessity to harmonize coordination mechanisms between different stakeholders involved with trade policy from the private and public sector, the different negotiating strategies available for small economies such as Sri Lanka, and the importance of evidence-based trade policy formation.

The workshop aimed to enhance the capacity of the participants, which included policy makers, private sector, researchers, and journalists on evaluating the trade policy, which is evidence, based on how to carry out impact assessments on trade agreements.

The 9th South Asian Economic Summit (SAES9) was held in Bangladesh under the theme – “Reimagining South Asia in 2030”,  with the objective of advancing the cause of regional integration in South Asia through discussion and reflections by stakeholders on key issues of interest and concern to countries and people of the region.

Hosted by the Centre for Policy Dialogue (CPD), the two-day summit was jointly organized by the Research and Information System for Developing Countries (RIS) of India, Sustainable Development Policy Institute (SDPI) of Pakistan and South Asia Watch on Trade, Economics and Environment (SAWTEE) of Nepal and the IPS of Sri Lanka.

Within the overarching broad theme, SAES9 focused on a set of crosscutting issues and a cluster of thematic issues that would deliberate on envisioning South Asia in 2030. A delegation of IPS Researchers also participated in the discussions.

IPS Executive Director Dr. Saman Kelegama moderated the plenary session on‘Sustainable Transformation of South Asian Economy by 2030: What are the Possible Pathways?’, while Deputy Director Dr. Dushni Weerakoon was a panellist at the session. Dr. Ganga Tilakaratna was a panellist at the session on ‘Reducing Inequality in South Asia: Critical Issues and Policy Choices.’  Dr. Janaka Wijayasiri and Suwendrani Jayaratne were panellists at the session on ‘Deepening an Inclusive South Asian Integration through Gender-sensitive Trade Policies’.  Kithmina Hewage was a panellist at the session on ‘Promoting Sustainable Industrialisation: Opportunity for Job Creation and Income Generation’.

IPS Executive Director, Dr. Saman Kelegama was a panellist at the World Export Development Forum (WEDF), a unique global conference and business-to-business (B2B) matchmaking platform dedicated to supporting trade-led development.

Speaking at the event Dr. Kelegama noted that implementation of the trade facilitation agreement under WTO is the next step of the Government, adding that technical assistance would likely be requested from the WTO. 

WEDF is the flagship event of the International Trade Centre (ITC), and its 16th edition was co-hosted by the ITC and the Ministry of Development Strategies and International Trade of Sri Lanka, through the Sri Lanka Export Development Board (EDB). The event brought together over 600 business leaders, policymakers, heads of trade and investment support institutions and international trade development officials to address international competitiveness for developing countries.

Shape South Asia 2016, organized by the Global Shapers Colombo Hub was held in Colombo in September 2016, under the theme “Shaping Identities”.  

IPS Executive Director, Dr. Saman Kelegama, spoke as part of a panel on “Reimagining South Asian Cities” alongside H.E. Riaz Hamidullah, Bangladesh High Commissioner and Abbas Adil Riza, Maldives Deputy High Commissioner.

IPS Researchers Chantal Sirisena and Kithmina Hewage were also among over 50 professional youth from South Asia who participated at the Forum.

The Global Shapers Community is an initiative of the World Economic Forum with over 400 Hubs in over 150 countries with over 4,500 young people globally who are a part of the community. This was the first time the event was held in Sri Lanka.

The SAARC Chamber of Commerce and Industry (SCCI) organized a conference on “Unleashing South Asia: Connectivity, sub regional initiatives, energy and investment protection” on the 24th of September in Mumbai, India. The prime objective of the conference was to exchange views on issues and challenges faced by South Asia in these areas, which can help unleash potential of South Asia.

The conference was addressed by renowned experts on the subject matter and invited discussion was encouraged from public and private sector representatives to create an action-plan and set of policy suggestions for onward submission to the SAARC Secretariat, especially forthe 19th SAARC Summit to be held later this year. During the session, public and private sector stakeholders, along with academics, discussed issues pertaining to regional connectivity and energy and investment protection.

  Stakeholder Meeting on Demand for Climate Insurance by Dry Zone Farmers in Sri Lanka – IPS Conference Room -September 13, 2016

A stakeholder meeting was held at the IPS Conference Room, on 13th September 2016, to disseminate the findings of the IPS study on Demand for Climate Insurance by Dry Zone Farmers in Sri Lanka, funded by the Global Development Network (GDN). 

The preliminary findings of the first phase of the study were shared with relevant stakeholders at the meeting and their inputs were obtained for the second phase. Based on survey results, IPS Research Economist, Kanchana Wickramasinghe, presented the key findings on existing risk management strategies and the situation and issues with regard to climate insurance.

IPS Research Assistant, Chantal Sirisena attended a month-long seminar at the Chinese Academy of Social Sciences where she presented Sri Lanka’s progress on infrastructure development and relationship with China’s One Belt One Road Initiative, held in Beijing during 18th – 20th August.

The seminar involved discussions with Professor Zhang Yuyan, Director-General of the Institute of World Economics & Politics and Zhou Mingwei, President of the China International Publishing Group, as well as other distinguished members of the CASS delegation.

Academics from 23 different countries in Asia, Africa, Europe and North America discussed China’s economic development and shared their experiences at the event.

A seminar on “The Search of MH370 using Oceanographic Models” was conducted by Prof. Charitha Pattiaratchi, Professor of Coastal Oceanography, University of Western Australia, Perth; and Leader, Australian National Facility for Ocean Gliders (ANFOG), School of Civil, Environmental and Mining Engineering & The University of Western Australia (UWA) Oceans Institute. It was organized by the Centre for Ocean Studies and Environment for the Indian Ocean Rim Region together with the IPS.

Speaking at the seminar Prof. Pattiaratchi explained how the oceanographic models were used in identifying possible areas for detectingof debris of MH370.

Prof. Robert Z. Lawrence, Albert L. Williams Professor of International Trade and Investment  at the Kennedy School of Government, Harvard University, USA, conducted a seminar on “Recent Trends in International Trade Policy:  Perspective from the US” at the IPS. 

During the seminar he stressed the importance of developing countries adapting to the changes of trade policy towards creating regional and mega-regional trade agreements. Additionally, he noted the emergence of a domestic political movements in the US against trade liberalization through agreements such as the TPP. The seminar also addressed potential implications of Brexit for international trade.

IPS Executive Director, Dr. Saman Kelegama, Research Staff as well as experts from the state and private sector as well as academia were among those present.

IPS Executive Director, Dr. Saman Kelegama met with a US delegation representing Millennium Challenge Corporation (MCC), to discuss growth constraints to the Sri Lankan Economy, with regard to a need assessment for possible project funding.

MCC is considering Sri Lanka for MCC funding at the threshold level and a team from the US will be conducting an assessment of constraints to growth, with the aim of developing a potential assistance program for Sri Lanka. The MCC team, that plan to complete their analysis with the Government, met with Dr. Kelegama to obtain a second opinion in this regard.

A Regional Consultation Workshop on “Bridging the Climate Information and Communication Gaps for Effective Adaptation Decisions: An Integrated Climate Information Management System” was held on 21st and 22nd June, 2016 at the Galadari Hotel, Colombo, Sri Lanka.

The Workshop was organized by IPS in partnership with the Department of Meteorology of Sri Lanka (DOM), Janathakshan, and South Asian Network for Development and Environmental Economics (SANDEE). The Workshop was a part of an action research programme to identify and pilot test replicable Integrated Climate Information Management System (ICIMS) for vulnerable farming communities in Sri Lanka with potential applications in other developing regions too.

It was financially supported by the International Development Research Council (IDRC) of Canada. Delivering the welcome address, IPS Deputy Director, Dr. Dushni Weerakoon said “We at the IPS expects this workshop and follow up activities under this programme in the next two years, to strengthen our ongoing work in climate change adaptation in Sri Lanka”.  International and Local experts in the field shared their inputs during fruitful discussions.

A lecture on ‘Improving the Ease of Doing Business in a Federal Polity: A Case Study of Modi's India’ presented by Resident Senior Fellow in Political Economy at IDFC Institute, by Dr. Vivek Dehejia was held at the IPS Auditorium. It was organized by the IPS together with the Agency for Development. 

The lecture was based on an enterprise survey currently conducted by NITI Aayog in partnership with the IDFC Institute. The survey is the first of its kind, covering 29 states and the 7 Union Territories - on providing valuable inputs to a policy framework at the subnational level on the investor climate. The objective of the lecture was to draw more information for the on-going task of improving “Doing Business Indicators” in Sri Lanka.

IPS also signed a MOU with the SAARC CCI on the sidelines of the conference to establish a strategic partnership to jointly conduct research, policy analysis, capacity building, outreach and advocacy for the next three years. SAARC CCI is recognized as the regional apex body representing the voice of the private sector in th region by SAARC and all SAARC governments.

Prof. Mick Moore, Political Economist and Professorial Fellow at the Institute of Development Studies at Sussex, UK, delivered a lecture on “Taxation Policy and Revenue Performance in Sri Lanka:  A Review of the Political Economy”, at IPS, on 30th May 2016. The presentation was based on the on-going work for an ADB project on Sri Lanka conducted by the International Centre for Tax and Development in the UK, where Prof. Moore is the Chief Executive Officer.

Prof. Moore stressed that the failure to redress the revenue crisis would lead to catastrophic economic consequences. In addition to improving tax administration measures, Professor Moore also noted the need to catalyse public discourse on a ‘fiscal social contract’.

  Discussion on Deepening Trade and Investment Relations between Malaysia and Sri Lanka  - IPS - May 6, 2016

A team headed  by the Malaysian Minister of International Trade and Industries, Dato Mustapa Mohomed visited the IPS, on  6th May 2016 to discuss bilateral relations between the two countries. The Minister met the IPS Executive Director, Dr. Saman Kelegama and discussed ways and means of deepening trade and investment relations between Malaysia and Sri Lanka. The Minister said that Malaysia is keen to partner Sri Lanka in its development process. He said that a bilateral Free Trade Agreement between Sri Lanka and Malaysia will be a good starting point to deepen the economic relations between the two countries.

The Ministers team will be in close contact with the IPS on negotiating the FTA.

IPS Research Officer Nipuni Perera, participated in the ‘South Asian Think Tank and Media Delegation Exchange Programme’ held in China. The event was organized by the Chinese People’s Association for Peace and Disarmament (CPAPD), during 13th April to 26th April. The exchange programme focused on assessing the security risks of the One Belt One Road Initiative in South Asia, exchanging views and recommendations on the role of Think Tanks in the political, economic, social, cultural and environmental development of each Country and enhancing cooperation between China and South Asian Think Tanks.

The IPS together with the Ministry of Primary Industries (MPI) and the support from International Food Policy Research Institute (IFPRI) conducted a National Workshop on Food Value Chain Development in Sri Lanka, with the aim of facilitating a dialogue on value chain developments in agro-food industries and to develop a Food Value Chain Development Plan for Primary Industries with four sub-sectors Development Programme.

Speaking at the event, IPS Executive Director, Dr. Saman Kelegama, pointed out that “most large agricultural enterprises do not wish to invest in Sri Lanka due to policy uncertainty” and reiterated IPS’s commitment to continue to engage in value chain research in several agricultural commodities as a national policy.

Minister of Primary industries Hon. Daya Gamage was the chief guest at the event. Among the dignitaries were the Secretary to the Ministry, Bandula Wickramarachchi, Dr. P.K Joshi and Dr. Suresh Babu of IFPRI and Consultant W.C Dheerasekera. 

IPS Researchers, Athula Senaratne and Manoj Thibbotuwawa put forward innovative ideas on establishing Climate Innovation Centre (CIC) and National Integrated Food Security and Nutrition Policy (NIFSNP) for Sri Lanka while Janaka Wijayasiri, Chatura Rodrigo, Dilani Hirimuthugodage and Dushanthi Dayananda also shared their expertise at different sessions.

The workshop brought together key stakeholders and experts to discuss the development of most suitable value chains in a socially inclusive and pro-poor way that will improve the position of small enterprises and farmers and the working poor. Professionals from agriculture, fishery, livestock, trade, health and nutrition and finance backgrounds from various ministries, universities, private sector, NGOs and civil society engaged in a fruitful workshop with the aim of developing strategies for potential value chains that lead to the goal of sustainable development. IPS aims to continue with further initiatives that include research, consultation and dissemination activities in successful value chain development for the agro-food sector in collaboration with MPI and IFPRI.

A High Level Policymakers Workshop on “Boosting Trade Competitiveness around Emerging ‘New Issues’ in Multilateral Trade Agreements” was held in Colombo during 16th -18th March 2016.  The workshop was organized by the Trade Competitiveness Section (TCS), Commonwealth Secretariat in Partnership with Department of Commerce, Government of Sri Lanka, IPS,and International Institute of Sustainable Development (IISD).

The objective of the workshop was to build capacities of the Commonwealth member states including Sri Lanka on ‘new issues’ that may enter in to the multilateral arena with the emergence and rapid expansion of mega FTAs and identify opportunities and challenges in the existing and emerging trade agreements.

Addressing the inaugural session IPS Executive Director, Dr. Saman Kelegama said “the workshop provides a unique opportunity to gain both valuable insights from experts in the field as well as share each other’s experiences. In doing so, we are better placed to reinforce a common desire to boost the trade competitiveness of developing countries through greater market access, services liberalization, and trade facilitation”.

Hon. Rishad Bathiudeen, Minister of Industry and Commerce, was the chief guest at the event. IPS Researchers Janaka Wijayasiri, Suwendrani Jayaratne, Nipuni Perera and Kithmina Hewage were among the participants. Around 20 foreign participants from 10 Commonwealth member states participated at the workshop to share their insights.

IPS organized the World Consumer Rights Day Forum 2016, to mark World Consumer Rights Day, for the 4th consectuvie year. Speakingat the event held at the IPS Auditorium, Executive Director, Dr. Saman Kelegama stressed the importance of consumers and policy makers getting together to identify issues that affect the country’s consumers.

The Chief Guest at the event was Dr. Wickrama Weerasooria, Insurance Ombudsman, while former Chairman of the Consumer Affairs Authority (CAA), Sarath Wijesinghe delivered the keynote address.  The topics discussed at the forum covered areas that the general public faces on a daily basis – and included presentations on Sri Lanka’s Future Electricity Pricing Strategy, by Damitha Kumarasinghe, Director General, Public Utilities Commission of Sri Lanka, Role of Standards in Safeguarding Consumer Interest by Nayana Satharasinghe - Deputy Director General, Sri Lanka Standards Institution (SLSI), Need for Regulating Pesticide Use in Agricultural by Rohan Rajapakse, Senior Professor and Chair of Agricultural Biology, University of Ruhuna and Balancing the Scales: Taming Supermarket Buyer Power by Kithmina Hewage, Research Assistant, IPS.

Participants representing various consumer organizations, the government and private sector, consumer groups, NGOs, civil society, academia and media, were present at the event. Chaired by IPS Research Fellow, Janaka Wijayasiri, the stakeholders held a discussion on issues highlighted above, in order to obtain an in-depth understanding of future developments and implications in relevant areas.

  Workshop on Food-Based Safety Nets – The World Bank, Washington D.C., USA - March 14-16, 2016

IPS Research Fellow, Ganga Tilakaratna presented a paper titled ‘Food- Based- Safety  Nets in Sri Lanka:  Evolution and Transition to Cash Transfers’ at a workshop on ‘Food-Based Safety Nets’ organized by the World Bank during 14-16 March  at the World Bank Headquarters in Washington D.C., USA.

Six country case studies of food-based safety net initiatives were presented at the workshop. These included Sri Lanka, Egypt, Mexico, Indonesia, USA and India. The workshop brought together about 30 experts / researchers working in the area of social protection from different regions of the world.

IPS Research Assistant, Kithmina Hewage, presented a paper at the “International Seminar on Imagining South Asia in 2030: Emerging Trends, Challenges, and Alternatives” held at the Pondicherry University, India. The seminar, organized by the UNESCO Madanjeet Sing Institute of South Asian Regional Cooperation (UMISARC) and the Centre for South Asian Studies was held during 1-3 March, 2016. It was aimed at addressing current constraints to regionalism in South Asia and re-imagining its future by 2030 with emphasis on political, economic, and cultural cooperation. Experts, policymakers, scholars, bureaucrats, and entrepreneurs from the South Asian region participated at the seminar.

The delegation headed by Ambassador Sun Guoxiang, Special Envoy of Asian Affairs, Ministry of Foreign Affairs, People’s Republic of China met with IPS Executive Director, Dr. Saman Kelegama. The proposed China-Sri Lanka FTA, on-going Chinese projects in Sri Lanka, and possible Chinese FDI for Sri Lanka were among the topics that were discussed.

The conference was organized by the China Center for Contemporary World Studies Shenzhen Municipal Government Fudan University and Development Research Center of Shenzhen Municipal Government. The event marked the launch of the Silk Road Think Tank Association (SRTA), which intends to provide intellectual support for China’s One Belt One Road Initiative.  

Nipuni Perera participated in the Launching ceremony of the “Belt and Road” International Think Tank Association, Economic and Cultural Exchange Forum between Shenzhen enterprises and foreign Think Tanks and took part in an interview with Fudan Development Institute on China-Sri Lanka relations at the conference.

The Indian Ocean Rim Association (IORA) whale and dolphin watching workshop was held in Colombo under the theme “Building Sustainable Whale and Dolphin Watching Tourism in the Indian Ocean Region”. The Workshop brought together governmental policy makers and scientists to enable IORA Member States to share experiences in managing whale and dolphin watching tourism and gain access to international whale and dolphin watching expertise.

The objectives of the workshop were to promote regional cooperation between IORA Member States; build relationships between public sector organizations in IORA Member States to build capacity to undertake government-related functions to achieve sustainable whale and dolphin watching tourism; support the development of a regional, best practice approach to sustainable whale and dolphin watching; improve understanding among IORA Member States of whale and dolphin watching tourism as an important Blue Economy sector; and promote women’s leadership and economic empowerment in whale and dolphin watching tourism in the region.

The workshop was supported by the Australian Government - Department of the Environment and was organized in partnership with the Government of Sri Lanka – the Ministry of Foreign Affairs, the IORA Secretariat, International Whaling Commission (IWC), Murdoch University’s Cetacean Research Unit and the IPS.

Bryce Hutchesson, Australian High Commissioner-designate was the Guest of Honour at the event while Minister of Sustainable Development and Wildlife, Hon. Gamini Jayawickrema Perera joined the second day of technical sessions.

H.E. Chandra Das, made a courtesy call at the IPS on 11th February 2016. He was accompanied by Arun Vignesh, Country Officer for South Asia, Ministry of Foreign Affairs, Singapore.

IPS Executive Director, Dr. Saman Kelegama briefed the High Commissioner on IPS research work and collaborative research with similar institutions in Singapore. Singapore-Sri Lanka Economic relations and working towards a possible FTA with Singapore were also discussed. Dr. Kelegama presented the IPS Flagship Publication, Sri Lanka: State of the Economy 2015 Report together with a copy of the IPS essay to mark 50 Years of Singapore-Sri Lanka Economic Relations, to the High Commissioner.

Renowned Economist, Prof. Premachandra Athukorala delivered a lecture on “Global Production Sharing and Trade Patterns: Implications for Trade and Investment Policy”, at the IPS Auditorium, on 3rd February 2016.

The lecture focused on global production sharing and production networks, opportunities for export-oriented industrialization, trends and patterns of global production sharing, Sri Lanka in global production networks: missed opportunities and some promising signs, and discussing policy options.

Among the participants were stakeholders from chambers, ministries and other government and private sector organizations, who engaged in a fruitful discussion, chaired by IPS Executive Director Dr. Saman Kelegama.

IPS Executive Director, Dr. Saman Kelegama, provided a policy overview on Sri Lanka's trade with the EU and GSP-Plus at a seminar organized by the European Chamber of Commerce of Sri Lanka (ECCSL) together with the EU Delegation to Sri Lanka & the Maldives.

The focus of the seminar was regaining the much anticipated GSP Plus and the Governments efforts in restoring the scheme as well as other EU-Sri Lank Trade Issues.

H.E David Daly, EU Ambassador to Sri Lanka & the Maldives along with a delegation comprising of senior officials from the European Union were among the speakers at the event. Members of the private sector as well key representatives of the Government of Sri Lanka also participated.

At the Economic Forum, Dr. Saman Kelegama, Executive Director of IPS, made a presentation on ‘Structural Transformation and Competitiveness in Sri Lanka’, while Dr. Ganga Tilakaratna, Research Fellow of IPS, made a presentation on ‘Social Inclusion in Sri Lanka: Poverty and Ageing’. Dr. Dushni Weerakoon, Deputy Director of IPS and Dr. Nisha Arunatilake, Research Fellow also attended this Forum.

This event was held under the patronage of Hon. President Maithripala Sirisena, Hon. Prime Minister Ranil Wickremesinghe and distinguished international and local economists including George Soros (the Founder and Chairman of Open Society Foundation), Prof. Joseph Stiglitz (Nobel Laureate and Professor at Columbia University) and Prof. Ricardo Hausmann (Director, Center for International Development, Harvard University).

  Stakeholder Consolation on Exporter’s Perspective on Accessing Chinese Market and Non-Tariff Measures – IPS Conference Room – 15 December 2015

IPS conducted a Stakeholder Consultation Meeting to discuss and validate findings of a study on ‘Exporter’s Perspective on Accessing Chinese Market and Non-Tariff Measures (NTMs)’. The study was carried out to identify constraints faced by Sri Lankan exporters in accessing the Chinese market including non-tariff measures (NTMs).

Speaking at the event IPS Executive Director, Dr. Saman Kelegama emphasized the importance of addressing the non-tariff barriers together with tariffs when negotiating the China-Sri Lanka Free Trade Agreement, drawing upon lessons from the Indo-Lanka Free Trade Agreement. In this regard, he stated that “Non-tariff barriers should be identified at the onset and binding commitments should be made for their reduction and elimination.”

The main findings of the study were presented by Dharshani Premaratne and Nipuni Perera, Researchers working in the IPS International Economic Policy Unit. Dr. Janaka Wijayasiri, Research Fellow and Head of the International Economic Policy Unit, shared some of the findings of the previous study carried out by IPS to identify the potential exports from Sri Lanka to China under the proposed free trade agreement. Among those present at the meeting were representatives from Department of Commerce, Export Development Board, and the private sector.

The 8th South Asia Economic Summit (8th SAES) was under the theme ‘Regional Cooperation for Sustainable Development in South Asia’. IPS Executive Director, Dr. Saman Kelegama, Deputy Director, Dr. Dushni Weerakoon, Research Fellow, Dr. Athula Senaratne, and Research Officer Dharshani Premaratne were resource persons at the summit.

The Summit organized by SDPI (Pakistan) in partnership with CPD (Bangladesh), SAWTEE (Nepal), RIS (India), and IPS (Sri Lanka); was held in Islamabad, Pakistan, during 7th and 8th of December 2015.

The broad objectives of the Summit were to identify, analyse and prioritise opportunities and challenges for deepening regional integration with equal focus on inclusive economic growth, broad-based social development, environmental protection and respect for natural resources, to discuss roles of public sector, private sector and regional/multilateral organizations for broadening and deepening cooperation for sustainable development, and to bring the SAARC thought leaders under one umbrella to serve the official SAARC summit process.

Dr. Kelegama made the lead presentation on “10 Years of SAFTA and Way Forward” during the first plenary session. Dr. Weerakoon was a panellist in the session on “SDGs and Post-2015 Development Agenda: Perspectives from South Asia” while Dr. Senaratne was a panelist in the concurrent session on “Regional Cooperation on Disaster Risk Management in South Asia”. Dharshani Premaratne was a panelist in the concurrent session on “Achieving Gender Equality and Empowering Women in South Asia”.

IPS conducted a stakeholder consultation on ‘Low-skilled Labour Migration - Value Chain Analysis of Migration Cost’ on 08th December 2015 at the IPS Conference Room.  The meeting was part of an ongoing study by the IPS on ‘Low-skilled Labour Migration - Value Chain Analysis of Migration Cost’, supported by World Bank’sKNOMAD (Global Knowledge Partnership on Migration and Development).  The purpose of the study is to map the value chains and associated costs of low-skilled labour migration  in 3 selected corridors – Saudi Arabia, Malaysia and South Korea.

The IPS research team, after conducting focus group discussions and key informant interviews with the relevant stakeholders, had mapped the value chains and identified the financial costs at each stage of the migration process. The consultative meeting was held with the aim of presenting initial study findings and obtain feedback from stakeholders towards reducing the costs of migration. Among the participants were representatives from the relevant ministries, Sri Lanka Bureau of Foreign Employment (SLBFE), foreign employment agents.  IPS Researchers Bilesha WeeraratneJanaka Wijayasiri, Suwendrani Jayaratne and Project Officer, Manavee Abeywickrema participated at the discussion.
